San Juan Wildlife Federation

By-Laws

Article I

The emblem of this association shall be the “Barbary Sheep Head.” Its pledge shall be the National Conservation Pledge: “I give my pledge as an American to save end faithfully to defend from waste the natural resources of my country, its air, its soil and minerals, its forest, waters, and wildlife.”

Article 2

The officers of this association shall consist of a president, a Vice- President, a Secretary, a Treasurer, a Chief Instructor, an Executive Officer, an Indoor Range Officer, and Outdoor Range Officer, and nine members of a board of Directors. The officers of this association shall be voting members of the Executive Board. Each Director to serve a three year term, except that the first election of officers, two Directors shall be elected for a term of two years. The outgoing President shall remain on the Executive Board ex-officio for one year. The appointed Chapter Representatives to the State Wildlife Federation shall be a voting member of the Executive Board. Elected officers will serve a term of one year at a time. The president may not succeed himself for more than one term. A member in good standing for one year will quality for Director or Officer, and at least serve one year as Director or Officer to run for President. Executive Board shall be able to override all requirements by two-thirds vote of those'. Present at that meeting. Executive Board to meet in private with a secret ballot. 

Article 3

In addition to the objectives stated in the Articles of Incorporation, this association also assumes as its objective the encouragement of organized firearms shooting among the resident of the United States, with a view toward a better knowledge on the part of such residents of the safe handling and proper care of firearms, as well as Improved marksmanship.

Article 4

Any residents of the United States may become a member of this organization upon payment of the established fee and being sponsored by a member in good standing, and approved by a two-thirds membership vote present at a monthly general meeting, and such membership may be terminated at any time if a member is guilty of actions considered detrimental to the organization by two-thirds majority vote of those paid-up members in attendance, at a general meeting will have the power to remove from office, any elected member of the Board of Directors or officer, for reason of non-performance of the duties of office, or if an officer's presence In his office is considered to be detrimental to San Juan Wildlife Federation. The proposed action of removal must be published in the monthly bulletin prior to that month's general meeting.

Article 5

The bi-annual meetings of this association shall be held about the third Monday in January and July each. At the first bi-annual meeting each year, officers and Directors for the ensuing year shall be elected. Amendments to the Constitutions and by-laws shall require only two-thirds vote of the paid up members of the association present at the meeting. Any proposed changes in the Constitution of by-laws must be made in writing and presented at the regular meeting prior to the hi-annual meeting. Other regular meeting dates may be scheduled by a majority vote of members present at any regular meeting. The President may call a special meeting of the association at any time he shall deem it necessary for the transaction of special urgent business.

Article 6

During the interim between regular meetings, the Executive Board, by a majority vote of its members, is empowered to act for and in the name of the association. The Board shall nominate candidates for election, at the next regular meeting, for any vacancy that may occur in its membership to serve out unexpired term. Such interim election shall not constitute a prejudice against such member to keep him from seeking office as he may desire. The Board will consist of Directors, all Officers, Chairman of standing committees, and New Mexico Wildlife State Director, all shall have .the same privileges In voting and etc. If a Director or Officer is unable to attend a directors meeting his wife may act as his alternate, with no vote.

A.     General Account.

  1. All Incoming monies and expenditures shall be accountable thru the general account except as specifically defined in subparagraph of this article.

  2. Expenditures of the general account requites two signatures either the president, vice-president, or Treasurer.

  3. All expenditures form the general account will be made in the following manner:

  1. Monthly utility and insurance bills shall be paid by the general account without approval.

  2. Dues to established affiliated associations and/or organizations shall be paid by the general account without approval.

  3. Expenditures by the president of the treasurer shall be $50.00 per month from the general account without approval.

  4. Expenditures by the executive board shall be up to $300.00 from the general account per month

  5. Expenditures of more than $300.00 shall require approval by majority vote of the general membership present at a regular or special meeting celled for the purpose.

B.     Building and Construction Account.

  1. All income shall be by donation or approved transfer from the general account Expenditures of the building and construction account require two signatures, either the president, vice-president or treasurer.

  2. The building and construction chairman shall be authorized to spend up to $50.00 per month for maintenance.

  3. All other expenditures shall require approval by the general membership at a regular monthly or special meeting called for the purpose.

C.     Conservation Account.

  1. All income shall be by donation, bounties or approved transfer.

  2. Expenditures of the conservation account require two signatures, either the president, vice-president or treasurer.

  3. All expenditures shall require approval by the general membership at a regular monthly or special meeting called for the purpose.

D.     Hunter Safety Account.

  1. All income shall be by donations or approved transfer.

  2. Expenditures of the hunter Safety account require two signatures either the chief instructor, treasurer or executive officer.

  3. The Chief Instructor shall be authorized to spend up to $50.00 per month without approval.

  4. All other expenditures must be approved by the executive board.

E.      Range Account.

  1. All income shall be by donations, range fees, or approved transfer from the general account.

  2. Expenditures of the range account shall require two signatures either the executive officer, treasurer or president

    1. Expenditures by the executive officer shall by up to $400.00 per month for necessary range maintenance and upkeep, also awards for monthly Matches. With approval of the Range Committee. Range Committee shall consist of the Muzzle-loader, Hunter Class Pistol, Long Range Rifle - Long Range Pistol, Rimfire Officers and one member appointed by the President with executive officer as chairman

    2. Expenditures of more than $400.00 shall require approval by majority vote of the General Membership at a regular or special meeting called for the purpose.

F.      Accountability of funds.

1.      All accounts not directly controlled by the treasurer shall submit a report to the treasurer every 60 days.

Article 8

The annual dues shall be $55.00 per year per membership. (This membership includes husband, wife and minor children.) Wife of member shall have right to vote separate from husband. These dues shall include membership in the New Mexico Wildlife Federation and the National Wildlife Federation. Membership shall be from date of acceptance and expire in one year. These dues shall be effective immediately for new members and upon renewal of all existing memberships. Special assessments for specific projects consistent with purposes and objectives of the association may be made by a majority vote of the paid-up members present at any regular meeting of the association. There shall be Associate and Patron memberships. Associate member shall have no vote and contribute no less than $1.50 per year. Patron memberships shall be no less than $15.00 per year and shall have the right to vote. All members or new members reaching age 65 and is a retiree now shall pay half the price of existing dues.

Article 9

All rifle, revolver, or pistol competitions held by the club will be governed by the rules and regulation laid down by the National Rifle Association of America, approved by the National Board for the Promotion of Rifle Practice and the Secretary of the Army. All Trapshooting events shall be governed by rules and regulation laid down by the Amateur Trapshooting Association. The same spirit shall apply to skeet or any form of organized competition.

Article 10

Roberts Rule of Order shall govern the conduct of the San Juan Wildlife Federation (if not provided by the By-Laws), except no member may hold the floor for more than ten (10) minutes at any business meeting or bi-annual meeting without the consent of two-thirds of the paid-up members present.

Article 11

The order of business at the bi-annual meetings of this association shall be as follows:

1.      Roll Call

2.      Pending of the minutes of the proceeding bi-annual meeting

3.      Report of the President

4.      Report of the Secretary

5.      Report of the Treasurer

6.      Report of the Board of Directors

7.      Report of Committees

8.      Old business and unfinished business

9.      Election of officers and members of the Board of Directors
        (as it may apply)

10.    New Business

11.    Adjournment

Article 12

Members shall bring a local guest no more than one time to the rifle range. (Local shall be considered those persons living In San Juan County.) This article shall not apply to shoots to which the public is invited.

Article 13.

Duties of the Board of Directors and Officers

  1. President:

  1. The President shall preside at regular and special meetings of the Federation.

  2. He shall be a member ex-officio of all regular and special committees except the nominating committee and shall perform all such other duties as usually pertain to the office.

  1. Vice-President:

  1. The Vice-President shall perform the duties of the President in his absence or at his request.

  2. He shall preside at all Executive Board meetings and serve as chairman of the nominating committee.

  1. Secretary:

  1. The Secretary shall have charge of the records of the Federation.

  2. The Secretary shall attend to the proper publication of official notices and reports, attest documents and perform such other duties as usually pertain to the office.

  3. The Secretary shall be secretary of the Executive Board.

  1. Treasure: The Treasurer, under the direction of the President shall have
     the following duties:

  1. The Treasurer shall have charge of the financial accounts of the Federation: General Account, Building and Construction account, and Conservation account.

  2. The Treasurer shall have charge of savings accounts as may be designated by the Executive Board.

  3. The Treasurer shall place funds of the Federation in such account or accounts as may be designated by the Executive Board.

  4. The Treasurer shall have the authority to audit all accounts not directly controlled by the treasurer.

  5. The Treasurer shall be bonded by the Federation.

  1. Executive Officer:

  1. The Executive officer shall have charge of the ranges of the club and the arranging of competitions.

  2. The Executive officer shall be directly responsible for range accounts.

  3. The Executive officer shall be chairman of the range committee.

  4. The Executive officer shall have the authority to appoint competition chairman.

  1. Outdoor Range Officer:

  1. The Outdoor Range Officer, under the direction of the Executive Officer, shall be responsible for maintenance and upkeep of the outdoor range and related equipment.

  1. Indoor Range Officer:

  1. The Indoor Range Officer, under the direction of the Executive Officer, shall be responsible for maintenance and upkeep of the Indoor Range and related equipment.

  1. Chief Instructor:

  1. The Chief Instructor shall have charge of all arms instruction.

  2. The Chief Instructor shall have charge of the Hunter Safety account.

  1. Board of Directors:

  1. The Board of Directors shall provide guidance and expertise in the operation of the Federation.

  2. The Directors shall elect a chairman of the board. This chairman shall have, served as a director for at least one year. This chairman shall preside at meetings in the absence of the President and Vice-President.

  1. Executive Board:

  1. The Executive Board shall formulate the policies and manage and have general charge of the affairs and properties of the Federation as stated in the articles of incorporation.
